The fifth meeting of the Public Council of the Russian Federal Fisheries Agency to be held on December 16, 2014 will discuss development of auction and exchange trade in aquatic biological resources in the Russian Federation.

The fifth meeting of the Public Council of the Russian Federal Fisheries Agency will be held on December 16, 2014 at 10.00 at Moscow time.

At the initiative of Far East Fish Exchange JSC the meeting agenda includes an issue concerning development of auction and exchange trade in water biological resources in RF in pursuance of the Directive of Russian Federation President Vladimir Putin Pr-613 of.03.21.2013.

In experts’ opinion, the problem related to organization of auction and related exchange trade in water biological resources harvested in the exclusive economic zone of the Russian Federation and derivative products, is extremely urgent, especially under current conditions of the national development influenced by the economic sanctions imposed by certain countries and the drop of Russian ruble rate to US dollar, Euro and other currencies resulting in the need to review national trade policy and international marketing channels for the strategic types of raw materials, where water biological resources belong to.

Head of the Russian Federal Fisheries Agency Ilya Shestakov visited Far East Fish Exchange office.

Deputy Minister for Agriculture of the Russian Federation, Head of the Russian Federal Fisheries Agency Ilya Shestakov visited Far East Fish Exchange office during his business trip to Vladivostok and got acquainted with the electronic fish exchange trade project launched this year.

The discussion of the prospects of organization and development of exchange trade in aquatic bioresources in Russia was joined by deputy head of the Russian Federal Fisheries Agency Vasiliy Sokolov, President of the Russian Union of Commodity Manufacturers Oleg Soskovets, head of commodity market department of Saint-Petersburg Exchange JSC Vitaliy Kononov, Vice-Governor of Primorsky Region Sergey Sidorenko, Director of Primorsky Region Department of Fisheries and Aquatic bioresources Alexander Perednya, representatives of the Far East Federal District authorities and fishing companies of the Far East.

During the meeting President of the Far East Fish Exchange Sergey Lelyukhin told about the experience of conducting e-auctions on the integral exchange floor and prospects of future development. The project implemented by Far East Fish Exchange JSC on the facilities of Saint-Petersburg Exchange JSC trading system was to offer be a unique opportunity for the formation of a single trading space for aquatic bioresources, beneficial both for tenderers and common users.

Aquatic bioresources sale and purchase exchange transaction was conducted online, the lot was salmon roe from the recent Pacific harvest. Seller was one of the largest companies in the Russian Far East Koryakmoreproduct JSC. At the end of the meeting head of the Russian Federal Fisheries Agency Ilya Shestakov expressed his appreciation of the project and noted that the exchange can serve an additional marketing channel for fishermen, provided that a convenient and effective mechanism is offered.

President of the Far East Fish Exchange JSC and ARPPRKO Sergey Lelyukhin stated that the event proves urgency of the Far East Fish Exchange establishment and its usefulness for the Russian Far East fishing industry and for the national business. On the next day the topic concerning exchange trade in water biological resources was discussed at the round table titled “Development of non-resource export as a means of fighting the illegal, non-regulated and non-registered harvesting” conducted within the IX international Congress of Fishermen. In his report Far East Fish Exchange President Sergey Lelyukhin represented the electronic trading floor as a means to fight illegal harvesting of aquatic bioresources. The report arose a heated discussion with opposite opinions expressed.

“In our opinion, the problem is that many existing companies on the market lack complete information on modern electronic trading, and the round table discussion revealed the problem”, - emphasized Sergey Lelyukhin, - “Some days ago, in cooperation with Saint-Petersburg Exchange JSC, we held successfully a training seminar on e-trading for representatives of fishing companies, and we have decided to continue holding such events, all the more so, the Russian Federal Fisheries Agency encourages such activity”.

The project of Far East Fish Exchange received a support from the Russian Union of Commodity Manufacturers and was discussed at the IX International Congress of Fishermen

      The delegation of the Russian Union of Commodity Manufacturers headed by its President Oleg Soskovets that came to the Far East at the invitation of Far East Fish Exchange JSC (FEFE JSC) and Association of Fish Processing Complexes and Equipment Designers, Manufacturers and Suppliers (ARPPRKO) completed its work in Vladivostok

President of FESE JSC and ARPPRKO Sergey Lelyukhin informed that the delegation of the Russian Union of Commodity Manufacturers I Vladivostok participated in the IX International Congress of Fishermen, where Oleg Soskovets, President of the Russian Union of Commodity Manufacturers reported on the investment peculiarities of the Far East industry development, investment projects in the sphere of fishing and fish processing in the Russian Far East and on the plans of the Russian Union of Commodity Manufacturers related to further cooperation with the Far Easter Federal District regions. He proposed several initiatives to facilitate development of the fishing industry.

First, President of the Russian Union of Commodity Manufacturers proposed introduction of protective duties for ready-made equipment for food and fish processing industry that would enable domestic manufacturers of fish processing complexes and equipment to develop their production facilities and provide the fisheries with high quality machinery and equipment under the conditions of the “war of sanctions”.

Second, allocating government investment support was proposed for distribution of quotas for water bioresource harvesting using waste-free closed production cycle. The measure is going to encourage both renovation of the technological parks of fishing companies and, generally, environmental soundness of the fishing industry.

Third, Oleg Soskovets proposed introduction of a mandatory procedure for foreign companies wishing to purchase fish and seafood harvested in the Russian exclusive economic zone, through the e-trading system, that implies a mandatory quality certificate and an independent product quality audit. The procedure will help fighting illegal fishing and shady schemes in the sphere of marine biological resources harvesting and facilitate development of the said sector of economy.

The delegation of the Russian Union of Commodity Manufacturers had some business negotiations and meetings with Sergey Sidorenko, Vice-Governor of Primorye, where the participants discussed extension of the Russian Union of Commodity Manufacturers presence in Primorsky region, in particular, in the development projects related to exchange techniques in the water bioresoucres trade.

Oleg Soskovets also gave an interview to the region leading mass media, visited Far East Fish Exchange and summarized the results of the Best Speciality of the Year contest among the leading fishing and fish processing companies of the Russian Far East. The basis of the delicacies for the contest held by the Russian Union of Commodity Manufacturers with the support of Far East Fish Exchange JSC and Center of Investment Development LLC was salmon roe that had been evaluated in laboratory conditions and by tasting. As a result of the contest the winner was pronounced. This was Koryakmoreproduct, whose representative received a cup and a first prize diploma from the Russian Union of Commodity Manufacturers President. It was mentioned during the awarding ceremony that not all of the samples provided by competitors had high quality, which means that such events are necessary and that the quality of products manufactured by the industry must be improved. The trading floor operations contribute to the improvement because all the products set for the auctions must be subject to independent quality examination.

Vladivostok hosted a training seminar on electronic trading in water biological resources organized by Far East Fish Exchange JSC

Far East Fish Exchange JSC in cooperation with Saint-Petersburg Exchange JSC held a free seminar “Introduction to the basics of exchange trading in water biological resources and TradEX training”. More than 20 leading fishing companies of the Russian Far East participated in the seminar, including such greats of the regional fishing industry as Nakhodka Active Marine Fishery Base PJSC, Vostok-1 Fishing collective farm JSC, Okeanrybflot, Preobrazhenye Trawl and Refrigeration Fleet Base JSC, Tekhnoprom-DV, Russkoye more – dobycha, Goldenfish, Russkiy rybny mir and some others.

According to Sergey Lelyukhin, President of Far East Fish Exchange JSC, the seminar was held on a non-profit basis under the decision of the project partners Far East Fish Exchange JSC and Saint-Petersburg Exchange JSC. The main purpose of the seminar was to introduce participants of the Far Eastern fish market with the theoretical principles of electronic exchange trading and practical skills of work in modern e-auction systems. An electronic exchange system TradEX, which is one of the universal and commonly used systems all over the world, was used as an example for the training seminar.

An integral electronic trading floor for trading in water biological resources was established by Saint-Petersburg Exchange JSC and Far East Fish Exchange JSC with support of the Russian Federal Fisheries Agency and Rosselkhozbank PJSC and started operations in May 2014. Since then, several successful transactions for sale and purchase of the products harvested in the Pacific ocean by the Russian Far East fishing companies fleet have been made in the e-auction system.

Sergey Lelyukhin reported that during the training seminar the participants gained trading skills, including skills in making bids for sale and purchase of water biological resources at the electronic trading floor, and were able to take part in a discussion with exchange transaction experts and receive answers to their questions. For instance, during the seminar the participants were demonstrated the work of the electronic trading floor, given illustrated examples of modern exchange tools. A lively discussion was raised by such issues as conduction fish auctions, logistics of fish products distribution and seafood quality examination. The trainees noted distinctive strengths of e-trading using TradEX system, such as speed of the transactions, guarantees and reliability, as well as total transparency of the exchange transactions.

“The electronic trading, where Saint-Petersburg Exchange is one of the pioneers, have long proved their effectiveness for all the market players, and we hope they will be soon used by all the Far Eastern fishing companies for the indisputable benefit of their businesses,” – emphasized Sergey Lelyukhin.

President of FEFE JSC and ARPPRKO Sergey Lelyukhin informed that the delegation of the Russian Union of Commodity Manufacturers in Vladivostok will take part in the IX International Congress of Fishermen, open a Far East branch of the Union and have business negotiations and meetings, including a meeting with top managers of Primorsky region administration. Besides, the Moscow guests will summarize the results of the Best Speciality of the Year contest among the leading fishing and fish processing companies of the Russian Far East. Far East Fish Exchange will enable fishermen of the Far East to take free training in operation of TradEX e-trading system used all over the world.

Far East Fish Exchange JSC in cooperation with Saint-Petersburg Exchange JSC holds a free seminar “Introduction to the basics of exchange trading in water biological resources and TradEX training” in Vladivostok on September 3, 2014 in the office of Far East Fish Exchange JSC. More than 20 leading fishing companies of the Russian Far Est have already applied for participation in the training seminar.

According to Sergey Lelyukhin, President of Far East Fish Exchange JSC, the seminar will be held on a non-profit basis under the decision of the project partners Far East Fish Exchange JSC and Saint-Petersburg Exchange JSC and is going to enable fishing companies of the Far East and all the concerned business structures of the fishing industry to gain both theoretical knowledge of modern e-trading systems and practical skills of modern e-trading in water biological resources which is being gradually adapted by Russian economy.

“Much is spoken today on the need to put domestic industry and business on the innovative footing and to work according to the western standards”, - said Sergey Lelyukhin, - “and for the Far East, integrated into the world most rapidly developing region of the world – the Asia Pacific – the problem is especially urgent due to the economic sanctions imposed by the West and the course for development of domestic food industry and import substitution announced by Russian President”. Presently, many domestic fishing companies continue to work on old-fashioned business transaction schemes, while in the rest world trade in marine biological resources is to a greater extend conducted through electronic trading systems. An integral electronic trading floor for trading in water biological resources was established by Saint-Petersburg Exchange JSC and Far East Fish Exchange JSC with support of the Russian Federal Fisheries Agency and Rosselkhozbank PJSC and started operations in May 2014.

Far East Fish Exchange is currently seeking consolidation with other projects of the fish industry of the Russian Far East, including the fish cluster project which is planned to be implemented on the territory of Shkotovskiy district in Primorsky region.

“Such projects as the integral trading floor or the fish cluster project, which was initiated, among others, by Association of Fish Processing Complexes and Equipment Designers, Manufacturers and Suppliers, make it possible to direct the reforms in the fishing industry and to bring it up to the world level by increasing its competitiveness and enhancing its importance for the national and regional economy, and to develop fish processing technologies”, - said Sergey Lelyukhin, President of Far East Fish Exchange JSC and Association of Fish Processing Complexes and Equipment Designers, Manufacturers and Suppliers. Close cooperation between the fish exchange and the fish cluster is supposed to reach a so called synergy effect, when consolidation of efforts of several economic units sharply increased their aggregate economic efficiency.

Far East Fish Exchange will work with regard to projects of the Ministry for Development of the Far East

In anticipation of the professional holiday – The Fisherman Day – Deputy Minister for Development of the Far East Maxim Shereykin held a meeting with President of Far East Fish Exchange Sergey Lelyukhin.

During the meeting the officials discussed prospects of changing the operation of the Far East fish industry in accordance with the tasks set by the government related to attracting investments to the region and increasing competitiveness of the Far Eastern Federal District economy. Sergey Lelyukhin told about the Far East Fish Exchange project and mechanisms of work for the optimization of trade in seafood harvested by regional fishing companies.

An integral electronic trading floor for trading in water biological resources was established by Saint-Petersburg Exchange JSC and Far East Fish Exchange JSC with support of the Russian Federal Fisheries Agency and Rosselkhozbank PJSC and started operations in May 2014.

The project made it possible to integrate Russian Far East and western regions of the country in a single trade system, and in future it will help to harmonize for fishing and fish processing companies of the Russian Far East their trade in water biological resources with the Asia Pacific Rim countries, thus making the trade more transparent and the industry – more attractive for investments.

Innovative seafood is sold on the Far East Fish Exchange trading floor

An integral trading floor for trading in water biological resources established on the facilities of Saint-Petersburg Exchange at the initiative of Far East Fish Exchange with the support of Rosselkhozbank PJSC, contributes to entering the market by modern high quality seafood manufactured according to innovative technologies.

In the end of June 2014 the lot Salmon Fat, a dietary food supplement, was set for an auction and successfully sold. Salmon fat is a derivative of salmon species produced by deep processing, which is better known to health food lovers as “Omega-3” offered for sale in the retail network in the form of gelatin capsules.

The product, rich in unsaturated fat acids, is recommended as a systemic medication and an immunity improver, as well as a means for prevention of cardiovascular diseases.

Sergey Lelyukhin, Director general of Far East Fish Exchange, reported that the product is second to none in Russia, in terms of the innovative nature of the production technology, and is made by one of the largest fishing companies in Kamchanka region of salmon species bred in natural environment.

The entire production process is ensured by state-of-the-art fish processing equipment supplied by Vladivostok company Technological Equipment. The equipment and innovative technologies allow for manufacturing of fresh salmon fat with optimal consistency, and the cost of the finished product is several times less that that of foreign analogues.

Sergey Lelyukhin believes that the newly established integrated trading floor facilitates entering the Russian market by modern high quality derivatives of water biological resources, including dietary food supplements, and makes them increasingly affordable for the population of the Far East and other regions of the country.

Far East Fish Exchange plans to perform independent quality examination for all the fish products to be set for auctions

An integral trading floor for trading in water biological resources established on the facilities of Saint-Petersburg Exchange at the initiative of Far East Fish Exchange with the support of Rosselkhozbank PJSC plans to introduce, on permanent basis, independent quality examination for the fish products to be set for auctions.

In the estimation of certain experts, including representatives of the Union of Fisheries and aquaculture Enterprises Rybny Dom, the fish industry is currently facing certain problems with product quality. The main problems of Russian fish market safety and quality, which occasionally occur in real terms of the water biological resources market, include fish product contamination by pathogenic bacteria and agents, namely, staphylococcus, Escherichia coli, salmonella, exceeding SANPiN norms of microorganisms content, storage of seafood in violation of prescribed conditions, as well as substitution of fillet species, usually by a cheaper one, for instance substitution of summer salmon by humpback salmon etc. Besides, sometimes fish products are incompliant with safety standards in their organoleptic properties (smell, color and taste). Frequently, seafood contains large amounts of water (20-40% instead of 2-2.5% in glazing), they can contain water retaining agents, have dry or dried-up surface, modified color, expired shelf life etc.

Sergey Lelyukhin, President of Far East Fish Exchange JSC, informed that such violations cause material damage to the reputation of certain vendors or manufacturers, as well as the entire industry, although in most cases they are related to small companies that lack modern fish processing equipment or use old-fashioned technologies for processing water biological resources.

In this connection, as a part of conduction transactions on the integral trading floor, the procedure is being introduced for independent quality examination of the lots based on the foreign exchange practice, that will ensure protection of interests of both exchange market players and final consumer who will finally get only proper quality food on their tables.
