Weekly Review of the most important events of the fishing industry of the Russian Federation of 27.10.2014- 02.11.2014

Over the past week, in the fishing industry there are the following significant events:

  In connection with the request of the Department of Internal Trade, the light industry and the consumer market Ministry of Industry and Trade of the Russian Federation information infrastructure for the implementation of fishery products, ZAO “Dalnevostochnaya rybnaya birzha”, that was sent to the Director of the Department of Internal Trade, the light industry and the consumer market of the Ministry of Industry and Trade of the Russian Federation, a proposal for the inclusion of infrastructure into the exchange platform set up on the basis of ZAO "Birja Sankt Peterburg" at the initiative of ZAO “Dalnevostochnaya rybnaya birzha” as a pilot project for development of technologies for the exchange and auction trading FBG.

 Materials justifying adjustment of the total allowable catch of king crab has not passed the state ecological expertise. Now, information on the causes of failure to be corrected there.   State Duma deputy Irina Spring and a member of the Federation Council, Viktor Ozerov October 30 brought to the State Duma a bill on the notification regime of crossing the state border for the fleet fishing industry. Currently the notification procedure repeated crossing of the state border is already provided for Russian vessels navigating between domestic ports or marine terminals and departing from ports in the Russian internal waters or territorial sea of the Russian Federation for the purpose of commercial navigation, followed by the arrival of the Russian ports. However, the fleet used for fishing purposes, made an exception and set permissive mode intersection. "Prescribed a special procedure for crossing the state border in the exclusively Russian fishing vessels is not only unreasonable prejudice to the right of fishermen, but, ultimately, leads to significant economic losses and reduces the performance of the national economic and food security", - stated in the materials provided to the bill.

 October 29 order of October 21, 2014 № 399 "On Approval of the TAC of living aquatic resources in the internal waters, territorial sea, the continental shelf of the Russian Federation and in the exclusive economic zone of the Russian Federation, Azov and Caspian Seas 2015 "has been published by the Ministry of Agriculture on it’s website. In the Far East basin, which accounts for the largest catches, pollock TAC is 1716.58 thousand tonnes. It should be noted that this is 32.78 thousand tonnes more than last year's total quota. Herring in the West Bering Sea zone are allowed to fish thousand tonnes, Karaginskaya subzone - 32.2 thous. Tons. In the North Okhotsk subarea total quota slightly lower than this year - 270 thousand tonnes. Approved by the TAC and other basins, as well as for the production of Pacific salmon in the exclusive economic zone of the Russian Federation.

  At the end of the Sakhalin customs officers in January-September 2014 the decline of foreign trade turnover was marked in comparison with the same period last year - both in weight and in cost indexes. Cargo turnover decreased by 5% - to 9.3 mln. Tons, the total value of goods decreased by 6% and amounted to more than 5 billion dollars. Acting Head of the Sakhalin customs Elena Terekh noted a significant decline in the export of aquatic biological resources. Deliveries of fish and seafood in quantitative terms declined more than doubled. Basically, this trend is due to the ban on the import of agricultural products, and therefore a large part of domestic raw materials was aimed at the domestic market, according to the customs.

Table 1 shows the prices of fish products to Vladivostok, as the city is called the most convenient point for the calculation of the price in other regions of the country. All the prices in other regions, in this case would be calculated on the basis of - price in Vladivostok + road to the calculated region.

         At the end of the week, significant changes in the fishing industry did not happen. Nevertheless, it is worth noting that the situation with the red king crab TAC resolved unexpectedly fishing communities, many fishermen may expect an increase in the total allowable catch and the expected positive conclusion of the state ecological expertise. Some fishing companies in anticipation of adjustments have already prepared a fleet, so will incur losses related to failure to adjust the TAC. Of great importance is the analysis of the reasons for which the materials, proving the value of the red king crab TAC not passed the state ecological expertise, in order to prevent similar situations in the future. Changes in prices for fish products in the Primorsky Krai are negligible and are oscillatory.
