Participant Registration Procedure

To get an access to exchange trading on the Exchange commodity market, a potential trading participant shall submit the following documents:

• application for an access to participation in organized trading in commodities;
  
• questionnaire of a trading participant;
• notarized copies of constituent documents (as amended);
• notarized copies of certificates of entries into the Unified State Register of Legal Entities issued by competent federal executive authority responsible for state registration of legal entities and confirming the entries on state registration of a legal entity (or a legal entity registered before July 1, 2002) in the Unified State Register of Legal Entities, as well as entries on state registration of amendments to constituent documents of an organization (including entries made in case of state registration of restated constituent documents); 
• a notarized copy of certificate of registration by tax authority;
• a duly certified copy of information letter on registration in the Uniform State Register of Enterprises and Organizations and identification on All-Russia Classifiers (codes of the Federal State Statistic Surveillance forms);
• contract for bidding organization services on commodity market signed by applicant (two copies);
• an extract from the minutes of the meeting of Applicant’s authorized body, certified by signature of an authorized person and Applicant’s seal, containing a resolution of Applicant’s authorized body for election of Applicant’s sole executive body or for delegation of powers of Applicant’s sole executive body to a managing company or a manager. a copy of relevant document of appointment of any other persons entitled to act on behalf of Applicant without a power of attorney, certified by signature of an authorized person and Applicant’s seal;
• a card with sample signatures of the persons vested with the primary signature and secondary signature rights, and an impress of Applicant’s seal, completed in accordance with the requirements of Bank of Russia regulatory acts (or a notarized copy of the card);
• a power of attorney, certified by signature of an authorized person and Applicant’s seal, issued to a person authorized to represent Applicant, specifying the scope of powers and the term of power of attorney.

The application and documents submitted therewith will be considered for three (3) business days upon receipt of all the required documents. In case of any doubts about validity of documents submitted for an access to trading, the Exchange may request additional documents confirming the information provided.

An applicant obtains the status of a contract for bidding organization services on commodity market with the Exchange and payment for the access services and bidding organization services in accordance with tariffs, approved by Saint-Petersburg Exchange JSC Board of Directors.
