OAO "Refservice" paralyzed fish supplies from Vladivostok

September 11, 2014

On the roads of Vladivostok there are six ships, which holds about 40-42 thousand tons of fish destined for dispatch to the European part of the country. However, the refrigerators in the ports of Vladivostok completely clogged because of the late submission of refrigerated sections.

This situation served as the subject of an extraudinary meeting at the vice-governor of Primorskyi Krai Sergei Sidorenko involving fishermen, dockers and railway workers, which took place on 10 September 2014 in the Primorsky Krai Administration.

According to the vice-governor of Primorsky Krai Sergey Sidorenko commented to the correspondent of news agency "Data,", all participants of the meeting expressed dissatisfaction with the work "Refservice", as the company does not comply with the decision of the Russian Government on the establishment of a favorable mode of delivery of fish products in the European part of the country. Company was given a day to find solutions to the situation. If during this time there are no proposals, we would appeal to the Russian government.

According to the official information of the "Refservice" representative (subsidiary of OAO "Russian Railways"), there are about 110 units refrigerated sections concentrated in the Far East. It should be noted that on 3 September 2014 in the framework of the meeting with the First Vice - Governor of the Primorsky Krai Alexander Kostenko and Vice Governor Sergei Sidorenko railroad reported about 400 units of refsections available.

Despite the claims of railwaymen, as of September 10, 2014, warehouses and refrigerators in Vladivostok are completely clogged, and the shipment of fish to the European part of the country is difficult because of the late submission of refsektions that occurs for several reasons.

Firstly, due to the lack of rolling stock, in fact, there are only 10 refsections in the Far East now. Secondly, OAO "Refservice" recommends not to conclude the agreement directly, but through intermediaries, such as OOO "Vial-Trans". Cost of refsection thus increased by 50 thousand. Besides this freight charge for delivery of fish products by rail has increased from June 2014 by 70%.

We note that the Deputy Prime Minister Arkady Dvorkovich at meetings on the implementation of economic measures aimed at balancing the commodity markets and preventing the acceleration of growth in food prices and agricultural instructed to develop measures to increase the fish production in the domestic market as well as to reduce costs Fish for transportation by rail.

Recall that on August 6, Russian President Vladimir Putin signed a decree "On the application of certain special economic measures in order to ensure the security of the Russian Federation." August 7 the decree was followed by a decree of the Russian government on the introduction of a ban on imports from the EU, US, Australia, Canada and Norway for one year. The list includes beef, pork, fruits and vegetables, poultry, fish, cheese, milk and dairy products.
