During the meeting it was discussed the development of electronic commerce of aquatic bioresources.

Sergey Yegorovich said that at the end of April on the electronic platform of CJSC "Stock Exchange "St. Petersburg" (has the right also to engage in procurement within the 223-FZ) is planned to hold the auction in the form of electronic trading which, in addition to the actual product (Pollock, pollock frozen caviar, yastik caviar, salmon frozen granular caviar), exhibited a contract to deliver the chum in September 2015.

At the initial stage of development of e-commerce of aquatic bioresources offered to trade the following groups (enlargement) of the goods:

canned fish and seafood \[1\];

frozen fish;

pollock and salmon caviar.

Studying the situation connected with the development prospects of e-commerce of caught aquatic bioresources and their products, indicates the advisability of an integrated approach for effective marketing system of entitled products in the Russian Federation, which is based on how it would reflect seasonal factors of production, the timing of implementation and delivery of the goods, and also a form of settlements and payment periods.

For example, appeal of futures contracts for delivery of caught aquatic bioresources is only possible on the stock exchange on the derivatives market. Realization of finished products from aquatic bioresources, which manufacture is not very dependent on seasonal factors (canned fish, etc.) is advantageously carried out at the exchange trades, but in the commodity market.

At the same time selling frozen fish, which manufacture has exclusively seasonal nature, is the most profitable for the manufacturer to carry out through auctions.

According to the Far Eastern fish market, the most powerful impulse for the development of the fishery industry of the Russian Federation can become a futures trading on aquatic bioresources and derived products (only possible as part of exchange trading), as it will allow for hundreds of companies to have their own fishery (interest-free) funds to prepare for the fishing season, which is especially important for small and medium-sized enterprises, and also perform a reference point for the expansion of production.

Equally important for the development of industry could become an auction trade of aquatic bioresources that will lead to higher profits for companies producing by reducing the number of intermediaries, creating thereby additional conditions for the enterprise upgrading using its own funds.

Federal Fisheries Agency accomplished significant work in the execution of orders of the President of the Russian Federation Vladimir Putin Pr-613 of 21.3.2013 on organization of an effective system of Russian sales of aquatic bioresources on the internal and external markets and the implementation of innovative technologies in this process.

Proofs of this are: a working meeting with Your participation, carried out at the office of Far Eastern fish Exchange in September 2014; Meeting of the Public Council of the Federal Fisheries Agency December 16, 2014; Meeting Presentation in Federal Fisheries Agency March 4, 2015 and other events dedicated to this issue.

However, despite the visible benefits, the transition to electronic commerce of aquatic bioresources and their products is extremely difficult and requires the consolidation of efforts of all subjects involved in this process, coordinated by the Federal Fisheries Agency.

Nowadays the lack of (established by the Government of the Russian Federation) an order implementation of the take of aquatic biological resources harvested (fished) for commercial fishing, and produced from its fishing and other products on organized trading, which directly ordered by the Federal Law of 20.12.2004 N 166-FZ (ed . on 06.28.2014) "On fishing and preservation of aquatic biological resources" (Article 19 clause 3.5. FL), promotes the appearance of a variety of Internet platforms for trading aquatic bioresources, which not only bear no liability for the admission of goods and the participants to organized trading and so create the preconditions for fraud, but also directly contradict the federal law "On the auction organized."

For the above reasons, in order to develop technologies of electronic commerce of aquatic bioresources and their products, fnd also taking into consideration the fact that according to the Charter FSUE "Natsrybresurs" has the right to engage in wholesale of fish and seafood, Sergey Yegorovich asked to consider the possibility of creating, with the named Enterprise (on public-private partnership) and other stakeholders (CJSC "Stock Exchange “St. Petersburg") based on CJSC “Far Eastern Fish Exchange" auction platform for the implementation of aquatic bioresources in Primorsky Krai, and the inclusion of this project as a pilot in development program of fishery industry of the Russian Federation.

Also, given that Federal Fisheries Agency recently pays considerable attention to the development of aquaculture, and, in particular, of the production of high-quality flour from waste products of fish processing enterprises, for the its further usage to produce quality fish feed, the Association of developers, manufacturers and suppliers of fish-processing systems and equipment, in the face of included in its composition companies, such as the company "Technological equipment" and others, offered its experience in the manufacture of equipment which allows to obtain fish flour with a very high content of protein and fish oil a medical grade.

Named company has very extensive experience in the construction and modernization of coastal fish processing factories. Last years, faced with the problem of the lack of technology for the processing of raw materials increased fat (salmon), we studied with the specialists of FEB RAS the issue, and together created the technology of the processing of fish waste products based on a new generation of separating centrifuges.

Proposed technology can be used for continuously processing of fish waste products into high-quality fish flour and fish oil. This set of equipment has a high degree of automation, which guarantees obtaining a quality product.

The uniqueness of the technology is as follows:

* It is able to process raw materials of any fatness

* it is possible to get high quality fish flour from any species of fish

* it can be produced oil containing omega-3 polyunsaturated acids (30%) of a medical grade from quality raw materials of any fatness

* Small capacity (up to three hundred tons per day), ideally suited for enterprises of FEFD

Currently, there several installations with certain technical features that are put in operation.

Thus the installation, put in 2011 of "Koryakmoreprodukt", produces oil a medical grade and dietary supplements with a high content of omega-3.

Modernization of existing installation (200 tons per day) in LLC "Artel "Peoples of the North" can significantly increase the volume of output flour and protein level and also get high-quality oil.

Modernization of the installation (30 tons per day) of LLC "The Pearl" allowed to process salmon waste products into flour of high quality and technical oil

Negotiations are being held with several ship campaigns ("Russian Sea", "Roliz" and others.) about the modernization of marine installations.

The companies in the ARPPRKO offered, and have already begun to implement the program for the construction of "biocluster" in the Sakhalin region. Its task is to collect and recycle all the waste of fish processing enterprises of the central regions of the Sakhalin, with minimal damage for the environment.

The first phase of installation (60 tons per day) LLC "Clean Island", which putting into commission is scheduled on September 1, 2015, will be the first completely environmentally safe. Since its structure includes installation for evaporation of glutinous water and installation for deodorizing exhaust gases.

The same line is projected for LLC «collective named after Bekerev” with the commissioning in 2016

The latest, modular, modification of the installation (24 tons per day), assembled by LLC "Zarya", allows to receive high-quality flour and oil from any kind of raw materials and can be used in any fish processing enterprises.

This experience has allowed to develop the technology adjusting the content of protein to 70% and fat to 10% in flour, in other words we can get a flour of a given composition, which is very important in obtaining raw materials for the most challenging forage, forage for fish farming.

Such modular, environmentally friendly, with a short payback period of the line will be made in the near future.

General Director of "DVRB", the president ARPPRKO Lelyukhin S.E., also asked to consider the creation of an interagency working group led by one of the leaders of Federal Fisheries Agency to prepare a draft Resolution of the Government of the Russian Federation "On the procedure of implementation of the catches of aquatic biological resources, harvested (fished) with the implementation of the industrial fishing, and produced from these fish and other products on organized trading", regulating in particular the procedure and requirements of conducting auctions for the implementation of the aquatic biological resources in the form of electronic trading. Initiation by Federal Fisheries Agency the adoption of this resolution will finally remove the question "mandatory sale aquatic biological resources through organized trading", exhilarating fishing community, in turn ARPPRKO are ready to give their vision of the market in this segment, review of existing technologies and to make justification that the basic equipment can be produced in the Russian Federation as well.

Overall Federal Fisheries Agency approved the proposals made by Sergei Egorovich.
