On 25.03.2015, a meeting of the General Director of CJSC "DVRB" Lelyukhin S.E. and Director of the Department of internal trade development, the consumer goods industry, and the consumer market of Ministry of Development of Russian Far East Pak D.

During the meeting, Sergey Egorovich Lelyukhin noted that in the circumstances for further development of our country, conditioned by the imposition of economic sanctions by several states, and about the changes in the exchange rate of ruble in relation to foreign currencies, which makes it essential to review the trade policies of Russian Federation and the mechanisms of selling of strategic raw resources, which include aquatic biological resources, in foreign markets.

The results of actions “verifying compliance with the customs and tariff regulations, the organization of customs controls directed at ensuring the completeness of receipt of customs duties in relation to aquatic biological resources and their products, vessels, and equipment for their production and processing, crossing the customs border of Russian Federation (Customs Union) in 2013 and 2014", performed by the auditors of Auditing Chamber of Russian Federation, showed that up to 40% of aquatic biological resources are exported under contracts with entities registered in offshore areas whilst the foreign trade contracts with offshore companies are merely a technicality - almost all exported goods from Russian Federation go not to offshore areas but to the third countries. The price level is set low in comparison to foreign trade contracts placed directly, which greatly harms the economy due to the fact that, when using offshore schemes, prices in contracts with an offshore company are always lower than prices in the contract of the end organization with a real buyer.

According to Auditing Chamber of the Russian Federation, which assessed the scale of illegal fishing in the Far East basin in March 2012, the annual volume of unrecorded exports of aquatic biological resources (excluding uncollected taxes, fees for using them and customs duties) constitutes not less than 15-30 billion rubles.

It is significant that, at present, foreign companies are purchasing Russian aquatic biological resources at auctions in the Republic of Korea, Japan, and other countries.

Today, the technical capabilities already allow to organize an electronic trade of aquatic biological resources in the Russian Federation by means of exchange and electronic trading. Thus, in May of 2014, with the direct participation of CJSC "Far Eastern Fish Exchange" on the basis of CJSC “Exchange “Saint-Petersburg”there was founded an exchange platform for electronic trading of aquatic biological resources and their products, manufactured by the companies of the Far East. The project was supported by the Federal Agency for Fishery (ref. №1758-AP/U09 dated 28.03.2014).

Pursuant to the order of the President of the Russian Federation Vladimir Putin Pr-613 dated 21.03.2013, aimed at organizing an effective system of sales of Russian aquatic biological resources in the domestic and foreign markets, and, also, taking into account the fact that the Department of internal trade development, the consumer goods industry, and the consumer market of Ministry of Industry and Trade of the Russian Federation is currently taking part in the formation of infrastructure for realization of fishery products, Lelyukhin S.E. proposed to include it in the exchange platform launched in 2014 on the basis of CJSC “Exchange "Saint Petersburg" on the initiative of CJSC “Far Eastern Fish Exchange” in the form of a pilot project for testing technology for the electronic trading of aquatic biological resources and their products as well as to facilitate the organization of the interaction between federal and regional trade networks and CJSC "Far Eastern Fish Exchange".

The representatives of the Department of internal trade development, the consumer goods industry, and the consumer market of Ministry of Industry and Trade of the Russian Federation accepted the propositions of Sergey Egorovich Lelyukhin and confirmed the organization of negotiations with the representatives of regional trade networks..
