On the 24th of March, a meeting of the General Director of CJSC "Far Eastern Fish Exchange" Lelyukhin S.E. with the president of the Russian association of fishery enterprises, entrepreneurs and exporters Fomin A.V. was held.

During the meeting, Sergey Egorovich talked about the organization of the auction and the similar to it exchange trade of aquatic biological resources, harvested in the exclusive economic zone of the Russian Federation, and their products, about the highest degree of urgency of this problem, especially in the circumstances for further development of our country, conditioned by the imposition of economic sanctions by several states, and about the changes in the exchange rate of ruble in relation to foreign currencies, which makes it essential to review the trade policies of the Russian Federation and the mechanisms of selling of strategic raw resources, which include aquatic biological resources, in foreign markets.

Today, the technical capabilities already allow to organize an electronic trade of aquatic biological resources in the Russian Federation by means of exchange and electronic trading. Thus, in May of 2014, with the direct participation of CJSC «Far Eastern Fish Exchange» on the basis of CJSC “Exchange «Saint-Petersburg» there was founded an exchange platform for electronic trading of aquatic biological resources and their products, manufactured by the companies of the Far East. The project was supported by the Federal Agency for Fishery (ref. №1758-AP/U09 dated 28.03.2014).

In the end of April, on the electronic platform of CJSC «Exchange «St. Petersburg» it is planned to hold the auction in the form of electronic trading which, besides the actual products (pollock headed, pollock roe in sac, frozen; fresh-grain salmon caviar, frozen), will exhibit a contract for the supply of chum headed in September of 2015.

At the initial stage of development of the electronic trade of aquatic biological resources, it is suggested to trade the following groups (aggregated) of products:

• canned fish and seafood;

• frozen fish;

• pollock and salmonid fishes roe.

Also, General Director of "DVRB" believes that the most powerful impetus for the development of the fishery industry of the Russian Federation can be an aquatic biological resources, and their products, futures trading (only possible in the framework of exchange trading), as this will allow hundreds of fishery companies to have their own (interest-free) funds for the preparation for the fishing season, which is especially important for small and medium-sized companies, as well as will serve as a guide of the expansion of production.

Not less important for the development of the industry can become the action trade of aquatic biological resources, which, due to the reduced number of intermediaries, will lead to the increased profits of manufacturing companies, and, thus, will create additional favorable conditions for the modernization of the companies by means of their own funds.

Summing up the meeting results, Lelyukhin S.E. suggested Alexander Vladimirovich to consider the possibility of participation of VARPE or its member companies together with CJSC "Far Eastern Fish Exchange" in the project dedicated to the creation of an electronic system of trading aquatic biological resources and testing of relevant technologies on the basis of the trading system of CJSC "Exchange "Saint-Petersburg".

Alexander Vladimirovich specified that generally fishermen are against the mandatory electronic trading, but interested in the idea of futures trading of end products (aquatic biological resources) in the form of an auction. He also emphasized that the issue of organizing electronic trading in relation to fish products, purchased for the state needs and for the systems of organization of collective feeding (schools, hospitals, military organizations of MDC, and so forth.).
