A weekly review of the most important events happened in the fisheries industry of Russian Federation 12.01.2015 - 18.01.2015

Over the past week, the following significant events happened in the fisheries industry can be highlighted:

On the 11th of January, the federal law dated December 31, 2014 № 504 "On Amendments to Article 9 of the RF Law "On the State Border of the Russian Federation" and Article 6 of the Federal Law "On the Procedure for Exit from the Russian Federation and Entry to the Russian Federation “went into effect.
Under the new law, the Russian vessels, departing from domestic ports or offshore terminals for the purpose of commercial navigation in the internal sea waters, territorial waters, exclusive economic zone and (or) in the continental shelf of the Russian Federation, followed by the arrival to the Russian ports or offshore terminals or in other cases established by the Government of the Russian Federation, may cross the state border repeatedly without going through border, customs (in terms of customs operations connected with the arrival of (the departure) of vessels) and other types of inspection. At the same time, a number of conditions are kept in place – a notification of the border bodies about the intention to cross the border is necessary as well as the information on where the vessel is located must be communicated; facilities that control the vessels’ locations must be installed.
It is also stated that the Russian navy that passed the border controls when leaving the territory of the Russian Federation can repeatedly cross the border without the border, customs, and other types of inspection on the basis of the resolution of border officials that allows transshipment of the aquatic biological resources catches and their products, produced in areas determined by the Government, and to be delivered to the territories of the Russian Federation, in the 12-mile zone. Such possibility is available when there are adverse meteorological conditions that do not allow transshipment beyond the territorial waters.

 From the 1st of January of 2014, in accordance with the decree of the Russian Government dated May 5, 2014 № 742, research organizations of the fisheries industry have been converted from the form of the federal state unitary enterprise (FSUE) to federal state budgetary scientific enterprises. Such organization as VNIRO TINRO Center, MagadanNIRO, KamchatNIRO, SakhNIRO, PINRO, AtlantNIRO, AzNIIHR, CaspNIRH, VNIIPRH, and Gosrybtsentr will continue their wok under new conditions.

Also, the reorganization was carried out in accordance to the decree of the Government of the Russian Federation dated June 11, 2014 №1039 – the procedures of converting the fishing enterprises, subordinate to the Federal Agency for Fishery, to the form of federal state budgetary institutions (FGBU)
were carried out. This concerns Beysugsky, East Akhtarsky, and Chernoerkovsky spawning and nursery farms; Grivensky and Temryuksky sturgeon hatcheries; Yeisky experimental farm for the breeding and reproduction of fish; Rogozhkinsky and Aksai-Donsky hatcheries; the Federal Breeding&Genetics Centre for Fisheries.

 In accordance to the plan of actions for the spring session of 2015, published on the website of Natural Resources, Environment and Ecology Committee of the State Duma, on the 26th of March it is planned to hold parliamentary hearings on the topic "Improvement of legal regulation in the area of international activities in order to expand the resource base of the fisheries industry and the implementation of the strategy of import substitution". The event is included in the agenda of the relevant committee of the State Duma.

 On the 27th of January, in Moscow there will be held an international conference on fish breeding and feeding. During the meeting it is planned to discuss new industry technologies and equipment. The conference will consist of two sessions, the first one called “Feedstuff for commercial fish farming”. Major reports are dedicated to the contemporary market of these products, economic efficiency of using feedstuff, medicines, nontraditional diet and new technologies of feeding. The second session will discuss the application of innovations and modern equipment. The reports will cover the information about new technological solutions and equipment for the industry, equipment for growing, feeding, and processing fish. The conference is targeted to managers and specialists of hatcheries, factories producing feedstuff and equipment, scientists, and students of specialized universities.

 In comparison with the past week, the following changes in prices for fish products have taken place (according to the website www.fishnotice.com). Table 1 shows the prices for fish products in Vladivostok, since this city is the most convenient point for the calculation of the price in other regions of the country. All prices in other regions will be calculated according to the rule ‘the price in Vladivostok + the journey to the calculated region’.

Due to the law on the notification procedure of crossing the state border that has come into effect, fishing enterprises will be able to significantly reduce the time spent when crossing the border, which will cause the reduction of costs, which, in turn, will benefit the fisheries industry overall. There has been a growth of prices for some types of fish in Primorsky region, thus, the overall trend of increasing prices for fish products is retained.
