Russia starts electronic exchange auctions for seafood

At the end of the summer Russia will start trading fish at the exchange. Russian Federal Fisheries Agency supported a joint project of the Far East Fish Exchange and "Saint Petersburg" Exchange. Primarily the Far Eastern salmon will be implemented on the electronic platform. However, fishermen themselves insist: they have more profit selling the goods abroad for the currency, according to Foodmarkets.Ru.

A few days ago the Far Eastern Fish Exchange (FEFE) announced that it launched the project of fish and fishery products exchange trade in conjunction with the "Saint Petersburg" Exchange (SPE). It is planned to place orders for the purchase and sale of seafood and make transactions in the SPE electronic system. It is expected that mainly salmon from Primorye, Khabarovsk, Kamchatka, Sakhalin and from Magadan will be implemented here. In the future, fishermen from Murmansk may join the project.

This February, Association of developers, manufacturers and suppliers of fish-processing systems and equipment (ADMSFSE) which unites manufacturers of fish processing equipment, asked Russian Federal Fisheries Agency to support the project of the Far East fish market, which would help get rid of the intermediaries. According to ADMSFSE about 400 thousand tons of fish is caught annually in the Far East, only 15% of which is left for regional consumption, another 15% is exported. The remaining 70% are believed to be transported to other regions of Russia.

The idea of ​​selling through electronic platforms was lobbied by the president of ADMSFSE Sergei Lelyukhin (concurrently CEO of FEFE), he referred to the lack of civilized schemes of selling of Far Eastern salmon and the presence of intermediaries, which led to a rise in the cost of production at three times. Russian Federal Fisheries Agency told "Kommersant" that this idea was supported. Head of BSP Viktor Nikolaev - a partner of Mr. Lelyukhin in the exchange project - adds that implementation of the plan is due to Vladimir Putin's request to create a trading platform for the future fisheries cluster in Primorye. The exchange project must start working at full capacities in July-August this year, expects Mr. Nikolaev. Crediting of the agents of the fish exchange will be conducted by Rosselhozbank, which did not reply to the "Ъ" request.

A number of buyers of fish products has already applied, but the sellers are in no hurry to take part in the project, said Mr. Nikolaev. It is more profitable for the fishermen from the Far East to sell their products for the cash abroad, not to take it to the center of Russia across the country, says the source of "Ъ" in one of the largest fishing companies. Alexander Savelyev, Head of News Agency for Fisheries, recalls that there is no fish exchange in any country and this idea failed everytime in Russia. However, St. Petersburg International Commodity Exchange shows interest in the establishment of fish exchange site, which has developed a proposal for the establishment of the auction site for fishermen on behalf of the Federal Antimonopoly Service (FAS).
